We’re proud to share some exciting news from the BHSSC team: Dr. Pam Lange, Deputy Director of Black Hills Special Services Cooperative (BHSSC), has been selected as a 2024–2025 White-Riley-Peterson (WRP) Policy Fellow!
The WRP Fellowship, administered by the Riley Institute at Furman University, is a highly respected national program that equips leaders with the tools, training, and connections needed to shape policy and improve outcomes in afterschool and expanded learning.
Over the next 10 months, Dr. Lange will join a cohort of fellows from across the country for in-depth learning experiences—both virtual and in-person. The fellowship combines training in the art and science of policy with real-time practice, offering a deep dive into national patterns, promising practices, and the evolving landscape of expanded learning.
As part of the program, Dr. Lange will also develop a capstone project tailored to the needs of South Dakota. This hands-on policy project will focus on strengthening afterschool opportunities across the state—a mission closely aligned with BHSSC’s and the Community and Family Services Division’s ongoing commitment to serving youth, families, and schools.
“We’re thrilled to see Dr. Lange receive this recognition,” said Morgan VonHaden, Deputy Director of the CFS Division. “Her leadership has already made a significant difference in how we approach afterschool in South Dakota, and this fellowship is a powerful next step in amplifying that impact.”
The White-Riley-Peterson Fellowship is more than a professional development opportunity—it’s a platform for long-term change. Fellows go on to influence statewide systems, inform legislation, and drive collaborative initiatives that elevate the field of afterschool and out-of-school time learning.
For South Dakota, that means stronger programs, more equitable access, and a future where every student can thrive during and beyond the traditional school day.
“This fellowship is about helping leaders understand not just what’s possible, but what’s needed,” said Dr. Lange. “I’m honored to represent BHSSC and our state in this work, and I look forward to bringing back insights and strategies that can move the whole field forward.”
